I researched the Dekalb Charter District proposal a bit. It is funny that the goals mentioned would take a charter district to address. What they should be saying is why these issues can t be addressed now. At no point does it talk about funding ESOL teachers by cutting attorneys fees and some of the many useless non teaching positions often occupied by friends and family.
